Roxie was born on September 28, 1935 in Stokes County to the late Roscoe Foy and Mamie Moran Young, Sr. She was retired from the State of NC with over 30 years of service, and was a member of Stokesburg United Methodist Church. Roxie loved painting, doing arts and crafts, sewing, and was well known for making her Christmas balls.
